Abstract

In The Paradox of Representation David Lublin offers an unprecedented analysis of a vast range of rigorous, empirical evidence that exposes the central paradox of racial representation: Racial redistricting remains vital to the election of African Americans and Latinos but makes Congress less likely to adopt policies favored by blacks. Lublin's evidence, together with policy recommendations for improving minority representation, will make observers of the political scene reconsider the avenues to fair representation. Using data on all representatives elected to Congress between 1972 and 1994, Lublin examines the link between the racial composition of a congressional district and its representative's race as well as ideology. The author confirms the view that specially drawn districts must exist to ensure the election of African Americans and Latinos. He also shows, however, that a relatively small number of minorities in a district can lead to the election of a representative attentive to their interests. When African Americans and Latinos make up 40 percent of a district, according to Lublin's findings, they have a strong liberalizing influence on representatives of both parties; when they make up 55 percent, the district is almost certain to elect a minority representative. Lublin notes that particularly in the South, the practice of concentrating minority populations into a small number of districts decreases the liberal influence in the remaining areas. Thus, a handful of minority representatives, almost invariably Democrats, win elections, but so do a greater number of conservative Republicans. The author proposes that establishing a balance between majority-minority districts and districts where the minority population would be slightly more dispersed, making up 40 percent of a total district, would allow more African Americans to exercise more influence over their representatives.

How Social Security has shaped American politics—and why it faces insolvencySince its establishment, Social Security has become the financial linchpin of American retirement. Yet demographic trends—longer lifespans and declining birthrates—mean that this popular program now pays more in benefits than it collects in revenue. Without reforms, 83 million Americans will face an immediate benefit cut of 20 percent in 2034. How did we get here and what is the solution? In Fixing Social Security, R. Douglas Arnold explores the historical role that Social Security has played in American politics, why Congress has done nothing to fix its insolvency problem for three decades, and what legislators can do to save it.What options do legislators have as the program nears the precipice? They can raise taxes, as they did in 1977, cut benefits, as they did in 1983, or reinvent the program, as they attempted in 2005. Unfortunately, every option would impose costs, and legislators are reluctant to act, fearing electoral retribution. Arnold investigates why politicians designed the system as they did and how between 1935 and 1983 they allocated—and reallocated—costs and benefits among workers, employers, and beneficiaries. How a new breed of dictators holds power by manipulating information and faking democracyHitler, Stalin, and Mao ruled through violence, fear, and ideology. But in recent decades a new breed of media-savvy strongmen has been redesigning authoritarian rule for a more sophisticated, globally connected world. In place of overt, mass repression, rulers such as Vladimir Putin, Recep Tayyip Erdogan, and Viktor Orbán control their citizens by distorting information and simulating democratic procedures. Like spin doctors in democracies, they spin the news to engineer support. Abstract

A fresh and compelling account of South Africa’s post-Apartheid democracyAt a time when many democracies are under strain around the world, Until We Have Won Our Liberty shines new light on the signal achievements of one of the contemporary era’s most closely watched transitions away from minority rule. South Africa’s democratic development has been messy, fiercely contested, and sometimes violent. But as Evan Lieberman argues, it has also offered a voice to the voiceless, unprecedented levels of government accountability, and tangible improvements in quality of life.Lieberman opens with a first-hand account of the hard-fought 2019 national election, and how it played out in Mogale City, a post-Apartheid municipality created from Black African townships and White Afrikaner suburbs. From this launching point, he examines the complexities of South Africa’s multiracial society and the unprecedented democratic experiment that began with the election of Nelson Mandela in 1994. While acknowledging the enormous challenges many South Africans continue to face—including unemployment, inequality, and discrimination—Lieberman draws on the country’s history and the experience of comparable countries to demonstrate that elected Black-led governments have, without resorting to political extremism, improved the lives of millions.
